Odisha targets 500 billion economy by 2036

Bhubaneswar: The two-day Samruddha Odisha Conclave 2025, organised by The Utkal Chamber of Commerce and Industry Limited (UCCIL), concluded today at Janata Maidan with an inspiring valedictory ceremony. The event brought together leading policymakers, industry captains, academicians, and innovators, reinforcing a unified vision for Odisha’s economic transformation aligned with Vision 2036 and Vision 2047.

The valedictory session was graced by Shri Kanak Vardhan Singh Deo, Hon’ble Deputy Chief Minister and Minister of Agriculture & Farmers’ Empowerment, Smt. Anu Garg, IAS, Development Commissioner–cum–Additional Chief Secretary and Shri Vishal Kumar Dev, IAS, Principal Secretary, Electronics & IT and Energy Department.

Shri Kanak Vardhan Singh Deo, Hon’ble Deputy Chief Minister, said, “We are moving from a resource economy to a knowledge economy. It is a fundamental repositioning. Odisha has the highest capital investment ratio. Our government has set an ambitious target for 2036—it is not an aspiration without accountability. We need investment in agro-tourism. Odisha is an agriculture-surplus state, successfully transforming from an importer to a net exporter.”

He emphasised the need for strong industry–academia integration to develop a skilled manpower base that supports the state’s accelerated industrialisation.

Smt. Anu Garg, IAS, Development Commissioner–cum–Additional Chief Secretary, said, “The Government has set an ambitious target to reach a USD 500 billion economy by 2036 and USD 1.5 trillion by 2047, increasing Odisha’s contribution to national GDP from the current 3.8% to 4% and 5% respectively. To achieve this, we must grow at 9.5–10% annually—higher than the current 7%. We also envision raising the per capita income from ₹1.8 lakh to ₹2.32 lakh to make Odisha truly prosperous.”

She stressed the importance of job creation and urged stronger private sector participation.

Shri Vishal Kumar Dev, IAS, Principal Secretary, Electronics & IT and Energy, said, “In recent years, Odisha has successfully positioned itself as a leading state for Electronics, IT, and semiconductor investments. We have competitive policies for IT, GCCs, and AI. As a power-surplus state, we provide reliable and affordable electricity supported by strong infrastructure and a favourable regulatory environment. We have approved three semiconductor projects, and four more are in the pipeline.”

He highlighted Odisha’s strong fiscal position and its ability to offer attractive incentives.

Shri Gokulananda Mallik, Hon’ble Minister of State (Independent Charge), MSME, said, “To make Odisha prosperous, we need the collective support of citizens along with the government. Large industries must support downstream industries and procure from local MSMEs. I urge students to acquire new-age skills. Vocal for Local and Self-Reliance will pave the way for a prosperous and empowered Odisha.”

Dr Prabodh Mohanty, President, UCCIL, said, “Samruddha Odisha Conclave was a vibrant showcase of entrepreneurial spirit, fostering collaborations and creating real-time business opportunities.Investment interest in Odisha is growing rapidly—evident from the ₹17 lakh crore of investment intent received at the Utkarsh Odisha Conclave. More than ₹2 lakh crore worth of projects have already been grounded with active government support.”

Winners of various student competitions held during the conclave were felicitated with cash awards during the ceremony, celebrating young talent and innovation.

In their closing remarks, the UCCIL leadership expressed gratitude to all partners, participants, and stakeholders, emphasising that the conclave is not just an event but a movement toward building a prosperous, resilient, and innovation-driven Odisha. The ceremony concluded with a vote of thanks by Dr Brahma Mishra, Chairman, Organising Committee, Samruddha Odisha-2036.

Over the two days, the conclave witnessed participation from over 500 leaders from industry, government, academia, financial institutions, and the startup ecosystem. Distinguished speakers from HAL, ABI-Showatech, Adani Ports, SIDBI, NIST, ESSAR, IREL, IPICOL, CTTC, and others deliberated on manufacturing excellence, AI and emerging technologies, semiconductor opportunities, agriculture and food processing, mining and critical minerals, skill development, and strategies for positioning Odisha as a globally competitive investment destination.
