Monthly Review of Rural Development Department, Emphasis to complete on time


Bhubaneswar : Mr. Sanjay Kumar Singh, Principal Secretary to Govt. has directed to complete all the projects under the Rural Development Department in a comprehensive process and coordinate with various departments to complete the project work on time.
This afternoon, the monthly review meeting of the department was held at Oswan Hall of R. D. Department, Lok Seva Bhawan. Principal Secretary, Mr. Singh presided over the meeting and said that all the work of the department must be streamlined. On this basis, the department must pay special attention to carry out the project work in coordination with the finance department and NABARD related to the R.D. department. The department is also paying special attention to the pension and disciplinary process of the departmental staff and officers. Mr. Singh suggested to facilitate the gratuity, pension etc. of the employees by solving the court related cases on priority basis.

The law officers of the department advised to be careful towards Faisla by observing the cases. Similarly, he expressed that it is important to promptly resolve all complaints related to the department coming from the C.M grievance Cell and provide compliance reports to the department. While reviewing the various projects of the Rural Development Department, Mr. Singh said that despite the department providing adequate funds to all circles in the field of roads, bridges and housing, the expenditure of some divisions has not reached the target. By the end of this month, it was emphasized in the meeting to increase the expenditure of the grant given to the divisions to 60 percent, while it is 49.18 percent. It is the department head’s responsibility to ensure that all construction work is completed in a timely manner . All the officers of the department should be careful in this regard
         Similarly, Mr. Singh directed that the on-going projects under the RIDF scheme should be completed on time and the PCR should be issued by next January and the pending DPR should be submitted . Similarly, he inquired about the progress of the on-going project under Biju Setu Yojana in various districts and said that the delay in providing the feasibility report for project approval is not acceptable. In the meeting, instructions were given to the departmental officers after conducting a proper investigation. The principal Secretary directed to submit feasibility report  as per rules  being met. He recommended finalization of pending DPR of all projects taken up in FY 2022-23 and 2023-24. While the survey investigation of all the projects undertaken in the financial year 2023-24 has been completed, the GAD approval of 10 projects is pending which will be resolved by the end of this month. Mr. Singh said that the ongoing projects under the MMSY Plan should be completed on a priority basis and the ongoing projects prior to 2021-22 must be completed by next January. Along with this, he asked to complete all the project processes on January 10 with 100 percent administrative approval . The principal secretary advised the divisions head to proceed with the expenditure budget for regular and periodic maintenance of the roads completed under the PMGSY Scheme. Mr. Singh advised to take up the project with immediate solution to the problems arising during the acquisition of forest land with the help of district administration.
In the meeting, the  PMGSY, MMSY, roads and buildings, all schemes of the Rural Development Department and Chief Minister’s Grievance Hearing were discussed.  Principal Secretary Mr. Singh inquired about the progress and current status of all the above programs from all the officers of each circle and division.  The meeting was attended by senior officials of the Department of Rural Development, Special Secretary Mr. Sudharshan Parida, EIC Mr. Akshay Kumar Pradhan, EIC Mr. Jeevananda Nayak among others participated in the discussion.
